The Atlanta Airlines Terminal Company (AATC) is a private entity established in 1979 by major airlines to maintain the Hartsfield-Jackson Central Passenger Terminal Complex. While the airport itself is owned by the City of Atlanta, AATC is owned by its airline members, with Delta Air Lines acting as the principal stockholder. The company provides facility maintenance, HVAC, cleaning, and security services for the terminal complex. AATC operates conventional DMR repeaters shown below.

The City of Atlanta Department of Aviation owns and operates the broader airport. Among others, the Department includes an Operations Division and a Facilities/Engineering Division. The Facilities/Engineering Division conducts airport maintenance (outside the terminal complex, which is handled by AATC) and is generally divided between Airside and Landside Maintenance. Airside Unit maintains runways, grounds, and facilities within the airfield security fence. Landside Facilities Unit maintains grounds and facilities outside the airfield security fence to airport perimeter. The Operations Division is also divided between an Airside and Landside division. Department of Aviation generally operates on the City of Atlanta P25 TRS. The Department of Aviation has many contracts with third parties that provide various services to airport facilities. For example, the Plane Train the moves passengers between concourses is operated by Alstom (formerly Bombardiar) under contract with the Department of Aviation, and operates on UHF frequencies below.
