NDW has an extensive trunked radio system that covers several of the Navy facilities within Washington, D.C. and the surrounding suburbs. Many tenant agencies are not yet online, or are in the process of switching. Several outlying sites are in the process of being constructed, tested and expanded (information will be provided as soon as the sites are fully operational). Much of the detail listed below is still being implemented.

IN ORDER TO PROVIDE a reliable communications network in its Area of Responsibility (AOR), which includes the National Capital Region, five counties of Northern Va., and Maryland, Naval District Washington (NDW) selected Ericsson's VHF trunking technology.


The NDW is responsible for public safety operations at Navy facilities as well as other missions assigned to the Navy within its AOR. This responsibility includes coordination with other agencies to provide anti terrorism/force protection and planning for civil disaster/civil emergency under DOD directives, as well as numerous other responsibilities that demand reliable, interoperable communications. Additionally, as the Sub-regional Planning Agent for disaster preparedness within its assigned AOR, NDW's, communications network must provide interoperable communications among Navy/Marine forces, other DOD organizations, federal agencies, and local authorities. However, the rapid growth of NDW's responsibilities as a regional commander severely taxed the existing communications infrastructure.


This inadequacy was clearly demonstrated last year during a disaster exercise when the system was unable to support emergency communications within NDW and other federal and local law enforcement agencies. As a result, a key objective for their new system was the ability to communicate with local civil authorities, law enforcement entities, and other federal agencies in the vicinity during any emergency situation. It was determined that a trunked system could best offer these benefits.



Captain John Halsema, Operations Plans Officer for the US Navy at NDW, started looking for the most economical way to upgrade the system and quickly found that the existing MASTR III conventional equipment at the Washington Navy Yard could be easily upgraded to support digital trunked operations. Furthermore, this existing system could be expanded to support multisite operations with seamless interoperability to support communications throughout their AOR.
Working with Ericsson and Superior Communications, Inc, the local Ericsson Manufacturer Representative located in Rockville, Md., NDW was shown how it could quickly build out from its current equipment to a multisite, interoperable VHF trunked radio system. Critical to the ability to provide a digital system in a relatively short time was the decision to proceed with a VHF system using their existing frequencies. "Most of the federal government thinks you can only trunk in UHF. We said it could be done in VHF, and we proved it by supplying a VHF, multisite wide-area trunked system," says David Tievy of Superior Communications. First, however, the NDW required approval from the National Telecommunications Information Agency (NTIA) to trunk in its available frequencies.


"The process for receiving approval for this type of project frequently can take up to several years," Tievy says. "By working closely with various agencies, NDW was able to receive an approval for operation in only one month."


First new sites installed


In May 1998, NDW began operation on a three channel VHF trunked system at Bolling Air Force Base, its first site. This site provides in-building coverage for the Washington Navy Yard. It also provides portable coverage for the metropolitan Washington area. The NDW system was expanded in December to add a 5 channel EDACS system at Bethesda Naval Hospital for better coverage to the greater Washington, DC, area, and a fourth channel was added to the Washington Navy Yard system.


The third NDW site is scheduled to be installed early this year at the United States Naval Academy in Annapolis, Maryland. The addition of this site will allow for wide-area regional coverage throughout the district's AOR. The two existing sites today serve a total of 200 users. Each site is interconnected to an Integrated Multisite Console and Controller (IMC). This provides wide-area coverage, automatically switching between sites as users travel around the Naval District Washington region. Also interfaced to the IMC is a C3 Maestro CRT Dispatch Console, Conventional Mutual Aid interface, Logging Recorder, Siemens 911 Telephone System and Intergraph's Computer Aided Dispatch (CAD) and Automatic Vehicle Locator (AVL) systems.


Each base within the NDW system will eventually have a site with its own community of users who will operate independently. However, mutual aid channels tied to the local police and fire systems by a common network interface (CNI) will provide the interoperability lacking in the old system. Also, since each radio unit can be individually programmed to communicate on a number of different talk groups, pre-determined groups and individual IDs can be tied together in specific emergency response teams to enhance disaster response and performance.


NDW's future plans include mobile data applications, such as mapping, global positioning satellite (GPS) technology, and further advancements in computer aided dispatching.
