Looking for sheriff's helicopter frequncy

The only DPS frequency I have is 460.200. The choppers, when I hear them is on the air to air frequencies. The air-toair I have are 123.

You say the Er is 35? Seems high, what is the substrate? I could see 3.5, but 35? How close is your impedance matched? Can you give us a bit more info
