Here is the complete list of the 96 frequencies allocated to the states:

There are 96 total 12.5 kHz channels allocated to the states, but they are not contiguous. Your best bet is to just search 769 to 775 MHz in 6.25 kHz

Because they licensed frequencies from the general pool years ago, prior to working out an agreement with the state to use frequencies from the state'

Where is NYC DOITT 700 ?

Could be an issue with simulcast distortion, perhaps due to atmospheric conditions. See if moving the scanner around helps any, as dumb as that sounds
