Rebanding Question ? Freescan
Since the Michigan system is P25, I think the custom table is not required. Since everything is working now, a good place to start would subtract 15Mh

I do not use the RR download feature.
I have a 996T, I use Uniden USAD, and Freescan for programming.
I think I flashed my scanner for rebanding,
