Well they could be getting encrypted capable radios but being Encrypted 24/7 is not likely since they are dispatched by Waukesha County Communications

I think Wisconsin is in good shape with adding a VHF system since we have so many hills and us tax payers saved a ton of money on infrastructure costs

Waukesha TRS
The reason your scanner stopped working was because Waukesha County rebanded there system about 2 years ago from 867-868mhz down to 851-852 and 853mhz
