The only scanner that would likely work is the GRE PSR-800. Although I have not heard of anyone using one yet in New Britain, it does pick up Phase 2

CERN 700MHz System setup
New Britain is completely different now other than the frequencies. It is a P25 Phase 2 system which uses TDMA. That is 2 conversations in a single 12

CERN 700MHz System setup
I was using Unitrunker and Pro96Com and was able to verify that everything was Phase 2. They were using 6 frequencies: 1 CC and 5 TDMA voice channels

Waterbury new P25 system on line
the P25 systems are easy to set up. The key for Waterbury is that you need a custom band plan.
