Yes, MOA is 100% encrypted. There is a lot of DMR in the twin Cities area that is not. I would say most is not encrypted. I am not sure if Minneapolis

Just about any scanner can listen to DMR or NXDN with a discriminator tap, you will then have to run a audio cable to your PC and use DSDPlus to decod

This is very true as stated above, the channels do not have to follow any formula. It only works if the people who set up the system followed the form
