Most ham stuff, outside of 900MHz and digital modes are +/-5.0KHz deviation. As for power, it is likely only changeable via software, on a per channel

If it is a 900MHz radio(I can't remember which of those series is) they only do 2.5KHz deviation.

Did Burnaby go to trunked?

As well, no scanner currently decodes DMR natively, you will need to buy a DMR radio or feed discriminator audio to a sound card while running DSD.
