"System 71" is San Diego county's first 700 MHz P25 system, and has been on the air since fall 2011. The system is located at the George F. Bailey Detention Facility and covers the campus containing GBDF, East Mesa Detention Facility and Facility 8. System users include San Diego County Sheriff's Department and county probation.
