According to an "Extension of Construction Deadline" waiver dated October 20, 2008 (available at: http://wireless2.fcc.gov/UlsApp/ApplicationSearch/applAdmin.jsp?applID=4666101), the dates for adoption per region for Culpeper and Fairfax has been changed:
