Since DPL doesn't have a "frequency", a counter won't give you the code.  Any counter capable of going down to 67Hz will give you the TPL frequency - if you're measuring it in a receiver before the filter.  Measuring the frequency of the transmitted signal will only give you the transmit frequency, not any PL frequencies.


 


What you really seem to want is a receiver that can decode TPLs and DPLs and diplay them - and that's called a scanner.
